Recommendations are used to acquire the higher tier of items offered at Paxian Foothold, such as the Paxian Operative's ships.
Red Rogues located via Temporal Trackers when destroyed will drop black boxes of varying tiers, which can be turned in at Paxian Foothold for varying quantities of recommendations.
