Ship Tech Upgrades

Ship Tech Upgrades increase the tech of a ship to the tech of the upgrade item. As with Station Tech Upgrades, this does not scale stats, but simply allows a higher tech of Augmenters and Items to be equipped/used.
However, there is one possible drawback: these items will limit the augmenter slots of ships they are used in. Light fighters get a maximum 4 augmenter slots, Heavy Fighters and Freighters can have 3, and Capital ships are set to 2.
