Colony Blueprints

In order to build a Colony on your planet, you will need to obtain and install a Blueprint for it first. There are a number of colony blueprints available throughout the universe. See also: Suitability Table, Planetary construction projects

There are Blueprints spread across the universe that when constructed on a planetay base, will raise that planet's suitability by a certain amount.
