He seems very familiar but you can't quite place him.
    
    "More people 'knocking' on the airlock looking for a handout...

He stutters for an insult. "... penniless ... punks!"
    
    "Just because it's Halloween doesn't mean you're going to eat my candy for free!
There's a plague on... or are you going to tell me you didn't know..."
A Lone Cyclops turns around and walks away mumbling as he goes.
You could swear you hear something about cloning vats and A Lone Cyclops's missing right eye.
He turns back around.
    
    "What are YOU still doing here?! Didn't you get the message?!
If you want any of my candy you have to work for it!
Now get out there and kill some of those damned rats already!
And if you're going to get a snack, I want proof!"
A Lone Cyclops wanders off again mumblings something about the war.
