Getting promoted to an Officer shows that the councillors and the director trust you. As soon as you got an officer you are allowed to invite people into your team, don't misuse that ability by inviting wrong people that are maybe known as Scammer or people who might sabotage the team. Can also own and protect galaxies. They can still operate any team bases like the operator.
