One of the Lost Ancient Races. Ruins of their civilization can be found on some planets.

History
The Bule were a very enigmatic and mysterious race. Having been born on a planet in which perpetual darkenss covered the skies, it is easy to understand why even after taking to the stars they continued to shroud themselves in shadow. Masters of subterfuge and stealth the Bule were the first to develop many of the cloaking and ship capture technologies we take for granted today. At the height of their empire, they controlled vast tracts of space and multiple solar systems, many of which contained entirely cloaked planets.
Unfortunately, the Bule's dependance on stealth would prove their undoing. The UrQa were immune to their ship capture technologies and forced the Bule back into hiding. With no threat of Bule attack, it was not long before the a fatal flaw in the Bule planetary cloaking systems was discovered by the UrQa. Finally able to find the Bule, the UrQa fleets bore down on their planets, leaving no Bule alive and most of the planets inhospitable to any life ever again. Their peoples and their planets were not the only thing thrown into chaos as the UrQa systematically destroyed colony after colony. Their very culture began to fragment as two leaders rose to power with very distinct opinions on the UrQa and how the opening stages of the invasion should have been handled. Dispute lead to schism, schism to civil war and within years, no longer as strong as they had been united, the Bule were all but extinct.
It is worth noting that much of the UrQa cloaking technology was stolen from the Bule during this time. Realizing the strength and cunning this advantage offered them they swiftly adapted this advanced stealth technology to interface with their ship systems.
