Once deployed, you can transwarp to it. It will remain there for 15 minutes until it either expires or is destroyed, and cannot be scooped up once deployed.
Only certain transwarp devices can access Small Warp Beacons, being the special Fleet Commander and Seer ones.
If you want a permanent one, deploy a Warp Beacon in buildable territory.
