Judgement is a sub Dungeon Galaxy located inside of Penance (found in Absolution), you will require 1 Gabriels neurolich to get in there (found by killing the AI in Penance).
Cardinal Bellarmine hides in there, along with a bunch of level 160ish Absolution AI that shoot 2 Abstructors.
There is an asteroid belt in Judgment, the only commodities are: Metal, Silicon, Fermium and Nuclear Waste.
