They can be obtained by completing the Daily or Weekly T23 Skill missions that can be offered by Prelude to Light after completing some pre-requisite missions.
The Daily mission awards 3 Primordial Tokens, and requires several Empyreal AI kills and 1 Empyreal Fragment. These AI can be found within the Empyrean zone, or roaming solo throughout Kalthi Depths.
The Weekly mission awards 9 Primordial Tokens, and requires a boss kill from all six Empyreal Fleets.
