Tech Level (abbreviated "TL") refers to the level of the relevant skill required to use or equip an item. For instance, a tech 5 energy bank requires 5 in electrical engineering to be able to use it. Sometimes an object will require more than one skill to use; for example, Swabbies gear requires the piracy skill in addition to the skill related to the particular type of gear.
