Rof:
If Rof Mod = Faster (eg. Os 6)
(Current RoF) x (100/(100+mod)x100) = New Rate of Fire (mod including aug tweek/other tweeks)
If Rof Mod = Slower Rate of Fire (eg. Os 5)
(Current RoF) x (100x(100+mod)/100) = New Rate of Fire (mod including aug tweek/other tweeks)

I thought it was more like this
1/current recoil=Rof(shots per sec)
ROF*(mod)=new rof.
so, for example, firing rate 1 sec
1/1=1
1*1.5(mod)=1.5 shots per sec.
1/1.5=0.66(new recoil)
