It costs 50 [[Skill Points]] per level, as well as 1 billion credits for the first level, 2 billion for the next, etc up to 5 billion credits for the fifth.

There is also [[Advanced Transwarp Navigation]] available that increases the maximum jump range of your transwarp device.
