Has a slowing effect on all nearby ships (allies included (capships included?)) that scales based on their proximity to you:
- Inflicts -15% Speed on ships within 750 Range.
- Increases to -30% Speed on ships within 550 Range.
- Increases to -45% Speed on ships within 350 Range.
- Peaks at -60% Speed on ships within 150 Range.
Consumed 2500 Energy/second while equipped. Can unequip.
