The tracking bonus on augmenters and other items generally improves how easy it will be to hit your target with that weapon.  For beam weapons, tracking bonus increases the firing arc of that weapon so that it will auto-aim across a wider angle from your ship facing.  For homing projectile weapons, like pulse guns, mag cannons, and torpedoes, it will increase the amount that they can turn to face their target each frame, essentially giving bullets more curve as they follow their target.  Some some weapons, the tracking stat does nothing.
