Tarnished Imperial Chests contain a neurobound Unclean Imperial Seal, making them very valuable. Once cleaned, Imperial Seals can be used to obtain skills such as Imperial Tweak or the Imperial Seal Skills.
These can drop from a TON of bosses including basically any pay-to-play boss with a week lockout and quite a few random higher end DG bosses (hives/delquads/hawks/etc). This list is just the 1% or higher chances with Red Photon being the highest at 5% chance.
