It requires 200 energy and charges at 10.0 energy/second, it creates 8x Blue Bullets Mini Alpha which deal 86 energy damage each (688 all together) at 200 range (3.44 DPE). The device only looks like that it shoots 4 bullets, however 2 bullets are actually shot at a time and are on top of each other (so it's basically multifiring).
