Fighter Bays are used to launch Fighters to attack targets. You need the Equipment skill to equip it and the tech of the fighter bay cannot be higher than the tech of the ship it's being equipped to, and the fighters you use cannot be higher tech than the fighter bay you have equipped. Fighter bays do not work on bots.
