Imperial tweaking was once available in Iq'Bana and was also given out as a replacement for the old version of the Augmenter Tweaking skill. So players with Augmenter Tweaking 3 received 3 in Imperial Tweaking, etc.
This skill can no longer be learned, although admins have commented that it may one day become available again.
