Repair Kits is a defunct item type when a base had been destroyed, it was possible to repair the existing base remains so that what is inside is not lost (though it can be shipped out anyway) and there was no necessity to demolish the base and start from scratch.
The items were depreciated when a new system that now requires another base kit to repair bases now.
